Imagine a vibrato that runs on candle power. The pitch gently - or not so gently - flickers and twinkles like a candle's flame. It is quite lo-fi and makes your guitar sound like it's being played over an old hissing radio or some warped vinyl (or, the first 15 seconds of Blur's 'Tender'). The harder you play, the more unstable the pitch becomes. Drive it with a boost to get even more warp.
